Masterton, Carterton and South Wairarapa District Councils notified their decision on the Proposed Wairarapa Combined District Plan on 8 October 2025.
The period for making appeals on the decisions commenced from the Proposed District Plan Decisions Version notification date (8 October 2025) and closed on 21 November 2025. During this time, anyone who made a submission or further submission on the Proposed District Plan had an opportunity to lodge an appeal with the Environment Court in respect of provisions to which their submission related.
Following the close of the appeal period, there is a 15 working day period within which other parties can join appeal proceedings. This period closes on 15 December. Following that the Councils will work to resolve the appeals.

Council has prepared an ‘Appeals Version’ of the Proposed District Plan. The Appeals Version identifies provisions of the Proposed District Plan that are under appeal and are shown in red box with the appellant’s name as a footnote.
The provisions and features shown in the Proposed District Plan – Appeals Version as being subject to appeal are based on the appeals filed with the Environment Court and Council’s understanding of the grounds of the appeal and the potential relief sought by the appellant. While Council has endeavoured to identify all provisions of the PDP that are subject to appeal and will revise the annotations as appeals are resolved, it is up to users of the District Plan to review the relevant notice of appeal to determine whether the rules are operative. The parts of the PDP that are under appeal will change over time as appeals are settled by mediation, determined by the Environment Court, or withdrawn. This means that the Proposed District Plan - Appeals Version will be a ‘living’ document, and it will change to reflect the progress of the appeals. Once the Environment Court has issued decisions which resolve the appeal topics these will be uploaded to the website here. Where necessary the Appeals Version of the plan will be updated to reflect the decisions.
